GENERAL RESPONSIBILITIES:
The Chief Operating Officer (COO) has overall responsibility for all operational systems supporting patient care services. The COO is a member of the Executive Staff and works collaboratively to advance the mission of Whitney Young Health (WYH) reporting to the President and Chief Executive Officer. Leads the operations of three clinical departments; medical, dental and pharmacy services. Oversees organization-wide facilities management and purchasing functions. Maintains a strong working knowledge of the operational intricacies in managing and running a complex health system augmented by strong analytical and financial skills.
Specific Responsibilities
- Implement and execute plans to demonstrate improvements in organization-wide systems resulting in achievement of goals and objectives.
- Continuously influence the operating culture by using performance improvement techniques and measurement approaches (objective measurement), to demonstrate both positive outcomes and impact on the patient population.
- Work collaboratively with outside agencies/partners to improve operational linkages in current configurations or in new programs.
- Participate in supporting strategic objectives by implementing tactical plans to improve operations and outcomes.
- Ensures organizational activities are carried out to meet local, state, and federal regulations, as well as accreditation standards for, but not limited to, the Joint Commission and NCQA-PCMH by developing policies, answering policy questions, providing trainings and issuing guidance in areas of non-compliance as appropriate.
- Fully participates in Executive Staff discussions by bringing a solutions-oriented approach to improving performance, leveraging resources and solving problems.
- Fosters and reinforces a code of conduct and behavior, amongst and between staff that helps to increase the professionalism of the staff.
- Using a service management approach, supports and oversees the work of the practice management team to assist them in achieving their goals and objectives.
- Provides leadership and oversight of the Facilities across the organization
- Provide management and oversight of WYH’s Emergency Preparedness Plan and execution of such when needed.
- Provides oversight to the WYH Rx dispensing pharmacy.
- Oversee the Purchasing and Procurement functions across the organization
- Own and lead the use of an operations KPI dashboard to promote performance improvement across the organization.
- Demonstrate by example the highest degree of customer service addressing patient needs in the most compassionate and balanced manner as possible as circumstances, patient expectations and resources allow.
- Handles other assignments as delegated by the President/CEO.
- Demonstrates excellence in both internal and external customer service.
- Understands and is able to effectively communicate HIPAA compliance, corporate compliance and client confidentiality.
- Ensures and/or remains in compliance with local, state, and federal regulation, i.e. DHHS HRSA and NYSDOH, and all accreditation standards (e.g. Joint Commission and NCQA-PCMH).
- Adheres to the National Patient Safety Goals as defined by the Joint Commission and Whitney M. Young Jr. Health Center.
- Completes other duties as assigned.
Requirements
MINIMUM QUALIFICATIONS:
Graduate degree in health care administration, business, public administration or related field. Ten years of progressive management experience in the health care field. Regulatory compliance responsibility experience. Past experience overseeing daily operations of a fast-paced clinical operation and working knowledge of electronic health records functions.
Preferred Qualifications
Ambulatory health care setting experience, Joint Commission accreditation familiarity or , NCQA/CARF experience. Experience interfacing with a board/governing body. Healthcare reimbursement knowledge and P/L responsibility.

Salary range: $162,000 - $190,000 annually
