The incumbent of this position will be responsible for administering the position classification process, competitive examination process, and appointment process for assigned divisions. Respond to questions relevant to career opportunities. Prepare appointment documents and personnel transactions with accuracy.
The incumbent of this position will also serve as the Department’s Workers’ Compensation Leave Benefits Program Administrator. Duties will be to assist employees, supervisors and Administrative Assistants through the Workers' Compensation process; have a working knowledge of all WC benefits and contractual changes; administer claims accurately; and be the Department's liaison with State Insurance Fund and the NYS Workers' Compensation Board.
Other various assignments and projects may be assigned.
Qualifications
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Trainee 1: A bachelor's degree or higher-level degree.
Trainee 2: A bachelor’s degree and one year of professional human resources experience.
Journey Level, SG-18: A bachelor’s degree and two years of professional human resources experience.
Candidates May Also Be Eligible Via The Following
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
or
Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.
or
Eligible for transfer under Section 70.1: Permanent competitive service as a Human Resources Specialist 1, Head Clerk Personnel, Office Assistant 3 (Calculations), Office Assistant 3 (Human Resources), Purchasing Agent. Also any language parenthetic for the above titles. Additional titles which qualify can be found on the Department of Civil Service website, search "GOT-IT."
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligibles): Bachelor's degree.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
