About
The State of New York’s Executive Chamber (Office of the Governor) has an immediate opening for a detail-oriented Budgeting Analyst to join our finance team. Working under the general direction of the Director of Finance, the successful candidate will assist with the financial operations and budgeting of the Executive Chamber, supporting both the Governor and Lieutenant Governor’s offices.
The ability to work in a collaborative environment and manage diverse fiscal responsibilities is essential. The ideal candidate will be a proactive problem-solver capable of monitoring expenditures, navigating state procurement processes, and serving as a key liaison between the Executive Chamber, the Division of the Budget (DOB), and the OGS Business Services Center.
Responsibilities will include:
- Handle agency fiscal operations, including updating budget projections for two agencies, monitoring expenditures, completing budget transactions (transfers and journal vouchers), and providing regular budget reporting to the Director.
- Serve as a primary liaison between the Executive Chamber, DOB, and OGS Business Services Center to create B-1184s in ASCA, review purchase requests, manage procurement card reconciliation, and review invoices for accuracy.
- Assist with the management of Executive Chamber staff travel by communicating policies, assisting the Director with travel policy updates, and responding to audits by the Office of the State Comptroller (OSC).
- Create and monitor yearly M/WBE and SDVOB utilization goal plans in accordance with Governor’s directives, and respond to inquiries from Empire State Development.
- Work collaboratively with State agencies and authorities on cross-agency logistical resolutions and other duties as required by the Director of Finance.
Required Qualifications:
- Bachelor’s degree in finance or a related field and 1 year of progressively responsible experience in budgeting, expenditure control, and projections
OR
- a Master’s degree in a relevant field
OR
- 5 years of progressively responsible professional experience in budgeting, expenditure control, and projections.
Preferred Skills:
- Strong financial operations, budgeting, and expenditure monitoring capabilities.
- Excellent communication skills for educating staff on travel policies and collaborating with State agencies.
- High level of organization for managing procurement card reconciliations and invoice reviews.
- Ability to interpret and implement state procurement processes and Governor's utilization directives.
- Proven track record of handling logistical resolution and audit responses under rigorous standards.
