Duties Description
Working under the supervision of the Data Analyst 3, the Data Analyst 2 will work closely with the staff within HESC and the Division of Budget, to conduct the conversion of financial education related data that will help inform business/policy decisions and be incorporated into various internal and external reports and publications.
Duties Include But Are Not Limited To
- Identify, analyze, mine, parse and cleanse data related to NYS or national education and/or higher education spending, trends, and outcomes.
- Convene with individuals representing college campuses, academic partners and state agencies for data collection and validation; interpret data and communicate results.
- Compare quantitative and statistical analyses on large, complicative sets of education data.
- Review data for quality assurance.
- Utilize and maintain an internal master reporting repository that includes data sources, and metadata.
- Devise methods for identifying data patterns and trends in data sources; assess data structures and how they can be used to produce desired reports.
- Identify trends in data and identify risks in programs based on these trends.
- Create and present data visualizations using dashboards, graphs, charts and other visual representation of data for use in print and online. Contribute to the development of reports and publications.
- Translate technical data into lay terms.
- Create and deliver reports and analyses as requested.
- Compile other ad-hoc data analysis based on current needs and executive management priorities.
- Perform other duties as assigned.
Minimum Qualifications
Minimum Qualifications
Bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or related field; and three years of experience in data visualization, and statistical models and data mining tools.
A master’s degree in the above fields may substitute for one year of experience. A Ph.D. may substitute for two years of experience.
Preferred Qualifications
Strong quantitative skills, and experience utilizing analytic methods and tools such as Microsoft Excel, SAS and SQL (or R, Python)
- Experience working with large datasets, confidential data, and relational databases.
- Experience creating financial reports.
- Knowledge of financial concepts, including budget forecasting and costing
- Must be able to work well under pressure and adjust to changing deadlines/priorities and handle multiple tasks assigned.
- Strong communication skills and ability to simplify difficult technical concepts.
