Job Description:
The Emergency Preparedness and Safety Specialist at SUNY System Administration supports campuses in enhancing emergency preparedness, health, and safety initiatives. This position assists with the evaluation and development of programs aimed at safeguarding faculty, staff, students, and visitors throughout the State University System. Key responsibilities include auditing campus emergency response plans, reviewing environmental health and safety programs, assisting with training exercises, and ensuring accurate management of safety-related data. The ideal candidate demonstrates a strong commitment to customer service for campus partners and a focus on continuous improvement.
Duties And Responsibilities
- Maintain current and accurate databases to track auditing activities and compliance initiatives.
- Assist with the administration and regular updates of the SUNY Emergency Management and Environmental Health and Safety webpages.
- Develop and manage surveys to collect compliance data and set improvement targets for campuses.
- Assist in drafting guidance documents for initiatives to support system-wide SUNY adoption.
- Coordinate and deliver training sessions on emergency management and environmental health topics for campus staff as required.
- Assist with FEMA Recovery declarations, including tracking, documentation, and coordination between campuses and the recovery process in collaboration with DHSES and FEMA.
- Support hazard analysis workshops and risk assessments, using data and findings to inform and improve emergency plan development for campuses.
- Participate regularly in professional development to stay current with best practices, regulations, and requirements relevant to the position, ensuring campuses remain in compliance.
- Serve as an agency representative in the New York State Emergency Operations Center (EOC) as needed, following the direction of the Director of Emergency Management.
- Prepare correspondence, reports, briefings, and presentations as assigned.
- Assist with development and implementation of safety programs; provide training to employees on safety protocols, conduct inspections to identify potential hazards, and address issues as needed.
- Identify grant opportunities, share relevant information with campuses, and offer guidance throughout the application process.
- Support and participate in special projects and additional duties as they arise.
Job Requirements
Minimum Qualifications:
2 to 4 years of experience in at least two of the following: Experience coordinating and implementing emergency management and disaster preparedness programs, including the development and revision of disaster response plans. Skilled in designing, updating, and delivering trainings or exercises. Experience with Disaster recovery working with FEMA. Experienced in representing organizations within Emergency Operations Centers or serving in leadership roles within the Incident Command System. Experience in Environmental Health and Safety program management, with an emphasis on Fire & Life Safety, Environmental Compliance, Occupational Safety, and Hazardous Materials.

- Able and willing to work during emergency response efforts which may be stressful. Willing to travel to campuses if needed. Able and willing to participate in NYS Emergency Operations Center (EOC) coverage in locations other than main office location, including the Division of Homeland Security and Emergency Services, Office of Emergency Management building in Albany, NY.
Preferred Qualifications
- Knowledge: NFPA, OSHA, PESH, HSEEP,
- Disaster Recovery Experience, including FEMA's Grants Portal
- Experience in conducting training exercises with emergency preparedness personnel
- Experience in facilitating trainings
- Experience in GIS (ArcGIS) and databases
- Experience in industrial hygiene
- Experience in HAZMAT
- Experience in technical planning assistance for disaster preparedness.
- Professional Certifications in emergency management or environmental health and safety fields
Additional Information
- Usual work schedule is full-time M-F with required schedule flexibility including night and weekend work as part of emergency operations center (EOC) liaison duties when necessary.
- Some travel to campuses to perform assigned audit and exercise planning duties will be necessary.
- Applicants must be currently authorized to work in the United States on a full-time basis. VISA sponsorship is not available for this position.
- Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications. The range for this position is $69,000-$80,000 annually.
- The state title for this position is Environmental Health Officer (SL-4) and is part of the United University Professions Union.
