The New York State Unified Court System Office of Court Administration - Division of Human Resources is recruiting for three (3) positions in the Analyst Series. These positions will be filled in one of the following titles and will be dependent on the qualifications and experience of the applicants selected: Management Analyst, Principal Court Analyst, or Senior Court Analyst. These positions will be assigned to the Benefits Unit.
Management Analyst
This position is assigned to the Benefits Unit and will report to the Director of Benefits. The position will assist in the administration and delivery of all non-salary benefit programs, including health insurance, life insurance, and other insurance plans.
Base Salary: $94,386
Key Responsibilities:
- Assisting in the coordination, oversight and auditing of benefit programs and related services for members of the Unified Court System.
- Serving as a point of contact with health maintenance organizations, insurance carriers, and other benefit providers regarding coverage issues and claims inquiries.
- Assisting in coordinating communications with the New York State Department of Civil Service regarding insurance and benefits programs.
- Supporting the review and implementation of new or revised benefit programs and assisting in the development of guidance and training materials for staff in local courts and administrative offices.
- Ensuring compliance with applicable federal and state regulations governing benefit programs.
- Assisting with oversight of eligibility determinations and explanations of available coverage.
- Providing guidance and responding to inquiries from employees and staff regarding benefits matters.
- Assisting in the coordination of new hire benefits orientation and annual open enrollment activities.
- Assisting with the organization, development and presentation of benefits seminars, webinars and open forums.
- Assisting in the Request for Bid solicitations.
- Clarifying policies related to benefits eligibility and coverage.
- Assisting with the review and handling of complex or unusual benefits cases and assisting in the preparation of benefits related analyses and reports.
- Assisting with the supervision and coordination of benefits analysts.
- Occasional travel within New York State may be required.
Qualifications: One year in the Principal Court Analyst title; or Master's degree in Public or Business Administration from an accredited college or university and three (3) years of relevant experience; or An equivalent combination of education and experience.
Principal Court Analyst
This position is assigned to the Benefits Unit and will be responsible for handling special projects and researching complex billing and enrollment issues. This position will be responsible for providing benefits administration services including the determination of eligibility, the communication and explanation of available coverage, processing of enrollments/terminations and the resolution of claim issues, informing and guiding employees and staff on benefits matter regarding eligibility and coverage.
Base Salary: $84,659
Key Responsibilities:
- Entering transactions into benefits databases, running reports as requested.
- Preparing and processing employee related retirement and benefit deductions and adjustments for payroll processing.
- Assisting with coordination and distribution of materials for benefits orientations and open enrollment.
- Reviewing full benefits package with all new hires and providing all the required forms.
- Investigating and resolving questions regarding delivery and payment for services by contacting health care professionals and other service providers, benefit plan providers, and employees.
- Assisting with the review and handling of complex or unusual benefits cases.
- Assisting with the organization and presentation of benefits seminars, webinars and open forums.
- Maintaining and updating employee benefit files, benefit databases, and other record keeping, ensuring the accuracy of benefit enrollments and corresponding payroll deductions.
- Acting as a liaison to the local Human Resources associates on benefit rules and regulations and assisting with audits to ensure compliance with state and federal requirements.
- Occasional travel within New York State may be required.
Qualifications: One year in the Senior Court Analyst title; or Bachelor’s degree from an accredited college or university and three (3) years or relevant experience; or Master’s degree in Public or Business Administration from an accredited college or university and two (2) years of relevant experience; or An equivalent combination of education and experience.
Senior Court Analyst
This position will be assigned to the Benefits Unit handling special projects and researching billing and enrollment issues. This position will be responsible for providing benefits administration services including the determination of eligibility, the communication and explanation of available coverage, processing of enrollments/terminations and the resolution of claim issues. This position will also inform and guide employees on benefits matter regarding eligibility and coverage.
Base Salary: $76,112
Key Responsibilities:
- Entering transactions including new enrollments, address changes, terminations, leaves and transfers into benefits databases, running reports as requested.
- Preparing and processing employee related retirement and benefit deductions and adjustments for payroll processing.
- Assisting with distribution of materials for benefits orientations and open enrollment.
- Reviewing full benefits package with all new hires and providing all the required forms.
- Investigating and resolving questions regarding delivery and payment for services by contacting health care professionals and other service providers, benefit plan providers, and employees.
- Maintaining and updating employee benefit files, benefit databases, and other record keeping, ensuring the accuracy of benefit enrollments and corresponding payroll deductions.
