Brief Description
Sierra7, Inc. is seeking an experienced Project Manager/Scrum Master to provide leadership and coordination support for the Department of Veterans Affairs (VA) Application Packaging for Windows Client Operating System initiative. This role will be responsible for overseeing the planning, execution, and delivery of application packaging, testing, and deployment activities, ensuring alignment with VA technical requirements, enterprise standards, and security policies. This person will serve as both a traditional project manager and an Agile Scrum Master, driving collaboration across technical teams, stakeholders, and VA leadership to deliver efficient, compliant, and high-quality solutions.
This is an onsite position with work to be performed at VA facilities located in Albany, New York.
Position Responsibilities
- Lead the planning, scheduling, and execution of application packaging projects for VA’s Windows client operating systems.
- Serve as Scrum Master for Agile teams, facilitating sprint planning, daily/weekly stand-ups, backlog refinement, sprint reviews, and retrospectives.
- Coordinate work across packaging, testing, deployment, and engineering teams, ensuring timely delivery of prioritized backlog items.
- Manage project scope, budgets, risks, dependencies, and change requests while maintaining compliance with VA policies and Federal IT standards.
- Develop, track, and present project schedules, performance metrics, and project reports/deliverables to VA stakeholders and program leadership.
- Ensure technical deliverables meet security, compatibility, and performance requirements for VA enterprise Windows environments.
- Establish and maintain proactive communication with stakeholders, providing clear status updates, risk mitigation strategies, and recommendations.
- Support continuous process improvement by identifying efficiencies and best practices in Agile project delivery.
- Ensure documentation of project artifacts, sprint outputs, and deliverables in accordance with VA guidelines.
- Foster a culture of collaboration, accountability, and continuous improvement across project teams.
- Performs other duties as assigned.
Requirements
- Demonstrated ability to manage multiple priorities, risks, and stakeholders in complex enterprise environments.
- Strong understanding of application packaging, testing, and deployment within Windows client operating systems.
- Proven ability to manage project budgets, schedules, risks, and deliverables in high-visibility initiatives.
- Strong communication, facilitation, and leadership skills.
- Familiarity with VA-furnished platforms (e.g., Microsoft Power Apps, SharePoint, Service Now) and VA-approved systems (e.g., Microsoft Configuration Manager (CM) and Microsoft Intune)
- Proficiency with Microsoft Office Suite (e.g., Word, Excel, PowerPoint) and project management and Agile collaboration tools (e.g., Jira, Azure DevOps, MS Project, Confluence).
- Knowledge of VA’s technical standards, compliance frameworks, and cybersecurity requirements.
- Prior experience supporting Federal IT programs, preferably with the Department of Veterans Affairs.
- ITIL certification or familiarity with IT service management practices, desired.
- Must be able to effectively communicate in person, over video conferencing, and by phone.
- The ability to operate in a high stress, high volume environment.
- Must be able to obtain government public trust.
Education & Experience
- Bachelor’s degree in engineering, computer science, systems, business, or related scientific/technical discipline – (8 years of additional relevant experience may be considered in lieu of degree)
- 10 years of experience in IT project management, including Agile project delivery, with at least 3 years of experience serving as a Scrum Master in Agile environments.
- Active PMP, CSM, SAFe, or equivalent certification.
