HR Business Analyst
Remote with occasional travel to Albany, NY

Sapphire Recruitment is seeking a detail-oriented and data-savvy HR Business Analyst to support a one-year initiative focused on Metrics and Process Streamlining for a public sector Human Resources team. This role is ideal for a proactive self-starter who can translate evolving business needs into actionable process improvements, automation strategies, and data reporting solutions.
Key Responsibilities:
- Streamline HR processes and develop documentation and recommendations to support automation goals
- Execute data queries, merge data from multiple sources, and create detailed reports with charts and analysis
- Navigate HR systems and analyze DEI and other key HR metrics
- Automate manual tasks including org charts, employee data updates, and performance tracking
- Review and write functional requirements for HR systems and reporting tools
- Identify improvement opportunities within existing HRIS functions
- Maintain data integrity and apply quality control throughout all reporting and process activities
Required Skills & Experience:
- Bachelor’s degree and at least 3 years of experience in data queries, reporting, and analysis
- Advanced Excel skills (pivot tables, charts, graphing)
- Strong familiarity with HR processes, systems, and data metrics
- Excellent written and verbal communication and process documentation skills
- Proven ability to handle sensitive employee data with discretion
Preferred Qualifications:
- Experience with HR systems implementation or enhancement
- Background in personnel data analysis or process improvement
- Knowledge of ADP, HRIS platforms, Trakstar, Tableau, and Office 365
