Position Overview/Duties
INTRODUCTION: Serves as Chief, Construction Division, Engineering and Construction Directorate, U.S. Army Corps of Engineers (USACE).
Description Of Assignment/Duties - Works under the general direction of the Director, Engineering and Construction Directorate, USACE, who sets general priorities and broad objectives. Keeps supervisor informed on significant policy issues. Work is evaluated in terms of accomplishment of objectives and adherence to established policies.
- Major Duties:
- Develops USACE engineering and construction policies and provides USACE-wide guidance and advice related to 1) Construction Management, 2) Cost Engineering, 3) Architecture, 4) Electrical & Mechanical Engineering, and 5) Civil I Site, Sustainable Design and Development, Fire Protection and other Engineering Services.
- Coordinates the Army Facilities Standardization Program and MILCON Transformation initiatives. Directs and manages a work force of approximately 20 employees engaged in professional and technical activities.
- Responsible for the supervision and guidance to the leadership of the Construction Management Community of Practice.
- Directs the USACE engineering and construction policy related to 1) Construction Management, 2) Cost Engineering, 3) 5) Civil I Site, Sustainable Design and Development, Fire Protection and other Engineering Services.
- Coordinates the Army Facilities Standardization Program and MILCON Transformation initiatives.
- Provides technical judgment in anticipating/solving unique engineering and construction policy problems, determining program objectives/requirements, implementing programs/projects, and establishing standards and guides for diverse applications affecting USACE engineering activities.
- Makes technical managerial decisions and recommendations that are authoritative and have impact on engineering applications and the related program management concerning USACE facilities.
- Formulates and promulgates policies and procedures for the development and management of broad engineering and construction programs to identify and improve weakness in USACE engineering goals and standards.
- Provides guidance to HQUSACE elements, MSC's, districts, and FOA's in the interpretation of policies and the implementation of program requirements.
- Provides consultant services and staff assistance to USACE facilities in resolving problems; renders advice to other USACE directorates relative to solutions to problems based on Military Programs experience.
- Provides program guidance and advice for controversial or unusually critical E&C problems with high-ranking management officials and senior level engineers within USACE and other organizations.
- Approves programs, budgets and technical plans for achieving engineering compliance/management objectives at USACE facilities.
- Represents USACE in national technical boards, conferences, and meetings related to engineering and construction responsibilities with other elements of USACE, Department of Army, Department of Defense, other Federal agencies, professional societies, industry trade associations, and private sector contacts. Represents the Chief as well as the Director and Deputy, in conferences and meetings with various agencies at decision-making levels.
- Participates in staff visits to field activities and commands, being particularly responsible for policy compliance and evaluation of engineering and construction activities.
Other Conditions and Requirements
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Veterans' preference does not apply to this announcement.
Minimum Education Requiremen t: Bachelors degree or higher education in engineering, architecture, or construction delivery discipline.
Minimum Experience Requirement: At least one year of specialized experience equivalent to GS14 level that demonstrates advanced construction management knowledge, skills, and abilities.

- Professional Engineer: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories.
