The Research Foundation for Mental Hygiene and the New York State Office of Mental Health are seeking a Research Scientist III to join the Office of Mental Health. The NYS Office of Mental Health (OMH) is continuing the Resiliency in Communities After Stress and Trauma (ReCast) program to assist the Black/African American communities in Buffalos most highly impacted by the May 14, 2022 Tops Supermarket mass shooting.
ReCAST Buffalo is a 4 year project focused on children/youth in this community and is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) through September 2027. Through a variety of approaches including non-traditional mental wellness programs, NYS OMH is addressing patient and health care system impediments to accessing mental health care and treatment by Black/African Americans.
The incumbent in this position will direct a program of data management, analysis, and reporting of program performance. This work supports the development and production of quarterly reports and other deliverables required by SAMHSA. The Research Scientist III will report to an OMH Office of Population Health and Evaluation staff member.
Duties And Responsibilities
- Oversee data collection, perform data management and coding responsibilities related to Buffalo ReCAST program, including metric development, data coding, report development, and liaison and training of providers.
- When presented with policy issues, define the research question, identify appropriate data sources, devise an analytical plan for integrating and manipulating the data, conduct the analysis and interpret and explain the findings.
- Collaborate with senior managers and researchers on a broad range of program evaluation and reporting activities.
- Develop performance metrics and utilization reports to monitor the Buffalo ReCAST programs
- Define the analytical plan for targeted evaluations and conduct statistical analysis.
- Create Tableau visualizations and reports for internal and external audiences.
- Present findings to policy makers and write manuscripts for peer-review literature.
- Collaborate with other researchers on research designs, methods, analysis and reports.
Minimum Qualifications
- Bachelor's degree and four years of professional research experience in an appropriate field. Appropriate fields include: Biostatistics, Public Health, Economics, Epidemiology, Social Work, Data Science, or a closely related field.
- Master's degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.
Preferred Qualifications
- 1 year of experience with quantitative study design and methods such as statistical analysis, machine learning
- 2 years of analytic and programming skills, including proficiency with SAS /SQL/Python or other quantitative statistical software.
- 2 years of Experience working with large administrative data systems and relational databases preferably in a data warehouse environment.
- 1 year of expertise in the development and support of data visualization products such as SAS VIYA or Tableau
- 2 years of experience with solving analytical problems using statistical approaches.
- 2 years of experience with various relational database management systems. Strong relational and multidimensional data modeling skills.
