Job Summary
We are seeking a Business Analyst II to support the modernization of an Integrated Eligibility System (IES) within a Human Services environment. The ideal candidate will have experience working on state government projects, Human Services eligibility systems, and Fair Hearings initiatives. This role will focus on gathering business requirements, documenting business processes, supporting Agile development, and collaborating with cross-functional teams throughout the Software Development Life Cycle (SDLC).
Key Responsibilities
- Gather, analyze, and document business and functional requirements throughout the SDLC.
- Collaborate with business stakeholders to identify requirements and recommend effective solutions.
- Develop and maintain:
- Business process flows
- User stories
- Business rules catalogs
- Data dictionaries
- Wireframes
- Functional specifications
- Support Agile development activities, including backlog refinement, sprint planning, and requirements clarification.
- Analyze existing business processes and identify opportunities for process improvement.
- Support User Acceptance Testing (UAT), defect tracking, and validation of business requirements.
- Assist with modernization initiatives related to Fair Hearings and eligibility systems.
- Ensure solutions comply with applicable federal regulations, standards, and program requirements.
- Work closely with business users, developers, QA teams, and project stakeholders to ensure successful project delivery.
Required Qualifications
- 4–7 years of Business Analyst experience.
- 3–7 years of experience supporting state government projects.
- 3–7 years of experience working with Human Services or Integrated Eligibility Systems (IES).
- Strong experience supporting Fair Hearings.
- Experience gathering, analyzing, and managing business requirements throughout the SDLC.
- Experience creating:
- Business process flows
- User stories
- Business rules catalogs
- Data dictionaries
- Wireframes
- Functional specifications
- Experience supporting web-based eligibility systems in an Agile or iterative development environment.
- Strong understanding of federal regulations, standards, and compliance requirements.
- Excellent analytical, documentation, communication, and stakeholder management skills.
Preferred Qualifications
- Experience supporting Fair Hearings modernization initiatives.
- Experience with business process optimization and documentation.
- Business Analyst and Quality Assurance (QA) experience, including test planning, test execution, and defect management.
- Experience supporting large-scale Human Services or government modernization projects.
